CONCORD, NH — A felon formerly from Concord who now lives in Nashua was arrested on multiple charges after a police and trooper chase on Sunday night.
Around 10:15 p.m., a Concord officer, patrolling the city, attempted to stop a silver Chevy SUV. The vehicle, they said, refused to stop while driving in the area of Horseshoe Pond. The driver, according to scanner chatter, was identified by the officer as Desiree Charter. The officer also stated there was a passenger in the vehicle.
Other officers were sent to the area as Charter was accused of driving west on Interstate 393, onto North Main Street, and then Franklin Street near the roundabout.

The officer stopped chasing the vehicle and went to headquarters to file paperwork.
Dispatch began receiving reports from officers that the vehicle was in the area of Pleasant Street and Langley Parkway. The vehicle continued onto Clinton Street.

Not long after, the pursuit was picked up by state police after they tried to stop the vehicle on Clinton Street for lane control violations. The driver of the SUV, a 2013 Chevrolet Equinox, was accused of refusing to stop and entered onto Interstate 89 north. The driver “continued to have lane control issues” as they drove through Concord and into Hopkinton, according to Tyler Dumont, a public information officer for state police.
“During the pursuit,” he said, “the driver nearly hit another vehicle on Interstate 89 northbound in Concord. Troopers were later able to successfully deflate the SUV’s tires using a tire deflation device near Exit 4. However, the driver continued northbound on I-89 for about a mile before crashing into the right guardrail.”
Charter, 38, with a last known address of Nashua, was accused of refusing commands from troopers, which prompted a 20-minute standoff. The highway around the standoff area, near Mile Marker 7, was closed. Charter surrendered later to troopers, Dumont said, and was charged with reckless conduct with a deadly weapon, driving after being deemed a habitual offender, and possession of a controlled drug-subsequent charges, all felonies, as well as aggravated driving under the influence, DUI, and disobeying an officer charges.
Dumont said troopers learned later that Concord police had attempted to stop the exact vehicle earlier, but Charter was accused of failing to stop, and they terminated their pursuit.

Charter will appear in Concord District Court to face these new charges on Jan. 10, 2025.
Charter has a criminal history dating back more than 15 years, after she was arrested on four acts prohibited drug charges in Hudson. In March 2011, on an interference with custody charge out of Barnstead and theft in Pittsfield, and violated her probation or parole four times.
In 2013 and 2014, she was arrested on forgery, theft, acts prohibited, false report of a motor vehicle accident, driving after revocation or suspension, theft by deception-$1,001 to $1,501, and organized retail crime enterprise charges in Concord. She also violated her probation and parole on several of these cases, reported stated.
In December 2015, Charter was arrested on 10 theft by deception charges connected to two incidents in Concord and in March 2019, she was arrested on another felony theft charge in Concord. More acts prohibited drug charges were issued out of Concord in February 2022. Another theft arrested in Concord was reported in March 2023 while drug and resisting charges in May 2023 and reckless conduct in June 2023 out of Concord were issued.
Charter also has a pending felony theft charge out of Tilton from January. She failed to appear in court last week, but a bail hearing was held on Wednesday. Charter is due back in the superior court in Grafton County on Aug. 28.
In the most recent drug conviction on May 10, involving three acts prohibited charges in Concord during two separate incidents in January, she pleaded guilty to two two-year sentences with a mandatory minimum of one year and a $620 fine, all suspended for three years.
In mid-May, she was indicted on a theft by unauthorized taking charge, a felony due to two prior convictions after an incident in Tilton in January. She failed to appear at arraignments held on June 5 and July 10, and a warrant was issued for her arrest. She has a dispositional conference hearing booked for Thursday in Belknap County Superior Court.
In mid-July, Charter was arrested on burglary, stalking, and drug charges after an incident in Nashua. The case was boundover to Hillsborough County Superior Court and is still active.
On Oct. 31, the two drug charges were dismissed without prejudice. A dispositional conference hearing connected to the case will be held on Jan. 14, 2025.
