CONCORD, NH — A man from Concord, who previously lived in Manchester, was arrested earlier this month on child sexual assault charges after a two-year investigation by Allenstown and Manchester police
In April 2021, a detective in Manchester began investigating a report by the Department of Children Youth Family Services regarding a possible child sexual abuse case in the Queen City. During the detective’s investigation, which included a girl being interviewed by a child advocacy center, they learned the abuse occurred on Clement Road in Allenstown.
A detective and officer took over the investigation. They learned the girl said she was sexually assaulted by a man inside a home with no running water or electricity, with most of the abuse occurring in 2017. The girl described being sexually assaulted repeatedly under the guise of giving her a wash or bath, a report stated. According to an affidavit, she also claimed the man slapped her with an open hand, grabbing her breasts, and that they slept in the same bed.

After interviews with the girl, police met with Carlos Zamban, 59, who was living, at that time, on Horse Hill Road in Concord, in August 2021.
During the conversation, the detective accused Zamban of confirming many of the comments made by the girl — including the condition of the home and their time together, that was a foreclosed home, but the water and electricity were off for a few days on one occasion. He claimed he and the girl were close but had “a little downfall last year,” an affidavit said. After several questions, he was asked about some of the allegations raised by the girl. He, however, denied being involved and became upset with the detective, the report said. Zamban raised an issue of something that happened at the girl’s school, which the detective never asked about, an affidavit said.

When explicitly asked about allegations made by the girl, Zamban “threw his hat down and stared directly at the ground,” the detective wrote. He then said, “If DCYF already cleared me of all this stuff, I don’t know why we’re going through the same thing over and over,” the affidavit reported. The detective accused him of fidgeting for the rest of the interview and continued to stare at the ground. Zamban was also accused of denying touching the girl but admitting to using heroin every day.
“He said he knew he had a problem when (he) realized he had not taken (the victim) out for the entire summer,” the report stated. “He said he would use whenever he had a chance.”
In late September 2021, a warrant was issued for his arrest.
At some point, Zamban was also living on Manchester Street in Manchester.
Zamban was picked up by Concord police on two bench warrants after an incident on Commercial Street on April 19. He was arrested again by Manchester police on May 7 on the Allenstown warrant.
Merrimack County Superior court records showed when Zamban was arraigned on May 8, his charges were revised to three aggravated felonious sexual assault-pattern felony charges. He is due back in court on July 13 for a dispositional conference hearing.
