Cheshire Grand List Grows By Nearly $966M

CHESHIRE, CT — Cheshire’s grand list for Oct. 1, 2023 saw an increase of 31.86 percent, or nearly $966 million, over the previous year, Town Manager Sean Kimball announced this week.

The net Grand List for Oct. 1, 2023 is nearly $4 billion. The grand list is an assessment of all taxable and non-taxable real estate, personal property, motor vehicles, and exemptions.

The change in the net grand list was reflected in the following components: real estate increased by $963 million or 38.79 percent, personal property increased by $19.1 million or 9.93 percent, and motor vehicles decreased by $16.2 million or 4.54 percent.

“The vast majority of the increase in values is due to the state-mandated revaluation process which occurs every five years and serves to rebalance the Grand List equitably to ensure the tax burden is distributed as fairly as possible,” Kimball told Patch. “Absent the revaluation effect, this year’s new growth to the grand list totaled about 1.29%, so a little above historical averages, but mostly right in line. This is despite a drop in motor vehicle values of 4.54%. Real Estate increased 1.46% (not including revaluation) and personal property increased 9.93%.

“A third of the Real Estate growth can be attributed to the increased values of property associated with the Stone Bridge development in the north end.”

Property owners wishing to appeal their 2023 Grand List real estate, business personal property assessment or their 2022 supplemental motor vehicle assessment before the Board of Assessment Appeals must submit a written application to the Board on or before Feb. 20.

The forms will be available on www.cheshirect.org and from the Assessor’s Office in the Town Hall at 84 South Main Street.

“By state statute, an appeal can be heard ONLY if the request has been submitted on the prescribed form to the Cheshire Board of Assessment Appeals by February 20, 2024,” officials wrote in a news release.
